18.18.010 Authority.
California Harbors and Navigation Code Section 660 Authorizes any public entity such as cities and counties to adopt ordinances regulating the waters of the state of California for limited purposes. (Ord. CS 273 §2, 1988).
18.18.020 Designation of Stanislaus River Special Use Areas.
The Stanislaus County board of supervisors designates three special use areas on the Stanislaus River.
A. The “First Special Use Area” exists along the course of the Stanislaus River between the California State Highway 120 bridge, which crosses the Stanislaus River adjacent to the city of Oakdale, California, and the Orange Blossom Road bridge, which crosses the Stanislaus River adjacent to the Unites States Army Corps of Engineers’ Orange Blossom Recreation Area.
B. The “Second Special Use Area” exists along the course of the Stanislaus River between the Orange Blossom Road bridge and the United States Army Corps of Engineers’ Horseshoe Road Recreation Area.
C. The “Third Special Use Area” exists along the course of the Stanislaus River from the United States Army Corps of Engineers’ Horseshoe Road Recreation Area eastward to the Stanislaus County line. (Ord. CS 273 §3, 1988).
18.18.030 Exemption.
Motorboats operated by public regulatory and law enforcement agencies are exempt from the restrictions of Section 18.18.040. (Ord. CS 273 §5, 1988).
18.18.040 Restrictions within Stanislaus River Special Use Areas.
A. First Special Use Area (18.18.020 A):

Only unmotorized watercraft or motorboats with a motor of ten horsepower or less are allowed.

Maximum speed limit allowed is five miles per hour.

No motor on any motorboats may be operated within one hundred feet of any swimmer (Ord. CS 701 §1, 1999; Ord. CS 696 §1, 1999; Ord. CS 273 §4, 1988).
B. Second Special Use Area (18.18.020 B):

Only unmotorized watercraft or motorboats with an electric motor are allowed.

Maximum speed limit allowed is five miles per hour.
C. Third Special Use Area (18.18.020 C):
1. No motorboats or any other powered watercraft are allowed.

18.18.050 Penalty for Violation.
It is unlawful and constitutes an infraction pursuant to Section 1.36.020 of this code for any person to violate or fail to comply with the restrictions of Section 18.18.030. (Ord. CS 273 §6,
