18.04.010 Generally.

For the purpose of this title, the following words and phrases are defined as set forth in this chapter. (Prior code §10-1).

 

18.04.020 Authorized Agent.

“Authorized agent” means any employee of the county acting under the authority of the Director or Sheriff. (Ord. CS 590 §1(part), 1995; Ord. CS 512 §7, 1993; prior code §10- 1(a)).

 

18.04.030 Basic Campsite.

“Basic campsite” is a designated camping area with no additional amenities and is available on first come, first serve basis. (Ord CS 512 § 18, 1993; prior code §10-1(q)).

 

18.04.040 Board.

“Board” means the Board of Supervisors of the county. (Ord. CS 20 §1, 1983).

 

18.04.050 Boat.

“Boat” means every type of watercraft other than seaplane, aquaplane, or water ski, upon which persons or property may be transported under or over the surface of the water, including but not limited to any boat, barge, jet ski, personal watercraft, raft, skiff, dinghy, rowboat, sailboat, sailing boat, vessel, yacht, motorboat, motor vessel, launch, skip, float, or pontoon. 18.04.060 Body to Water Contact Restriction.

“Body to water contact restriction” prohibits the use of water for recreational activities involving body contact with water. These uses include, but are not limited to, swimming, wading, water-skiing, wake surfing, jet skiing, canoeing, kayaking, and paddle boards or any other activity where the body is touching the water.

 

18.04.070 Camping.

“Camping” means to remain overnight in any place other than within a permanent building affixed to the ground. (Prior code §10-1(c)).

 

18.04.080 Community/Neighborhood Parks.

“Community/Neighborhood Parks” is a space for recreational activities and may include one or more of the following: basketball courts, picnic facilities, playfields, playground equipment, and restrooms. 

 

18.04.090 Day.

“Day” is the period of time from six a.m. until ten p.m. of the same day. (Ord. CS 20 §2, 1983; prior code §10-1(d)).

 

18.04.100 Day Use.

“Day use” is from six a.m. until ten p.m. of the same day and is applicable to use of all facilities those designated for overnight use. (Ord. CS 458 §4, 1991; Ord. CS 20 §3, 1983; prior code §10-1(e)).

 

18.04.110 Department.

“Department” means the Department of Parks and Recreation of the county. (Ord. CS 458 §1, 1991; prior code §10-1(f)).

 

18.04.120   Director.

“Director” means the Director of the Department of Parks and Recreation of the county. (Ord. CS 458 §2, 1991; prior code §10-1(h)).

 

18.04.130 General Campsite.

“General campsite” is a designated reservable camping area which has at least three of the following: a designated number sign, a fire grill/pit, a picnic table, vehicle parking space, or a storage cabinet. (Prior Code §10-1(g)).

18.04.140 Holiday.

“Holiday” as designated by State and Federal law.

 

18.04.150 Horse.

“Horse” means any member of the equine family. (Ord. CS 20 §4, 1983).

 

18.04.160 Length of Boat.

“Length of boat” means the overall length of the hull measured on a horizontal plane from the furthest projection of the bow to the stern, but not including motors, propellers, or other projections not an integral part of the hull. (Prior code §10-1(i)).

 

18.04.170 Motorboat.

“Motorboat” is any boat propelled in whole or in part by a motor, engine or mechanical device of any kind except oars, paddles, or sails, including jet skis or other personal watercraft and boats temporarily equipped with detachable motors. (Ord. CS 512 §17, 1993; prior code §10-1(j)).

 

18.04.180 Motor Vehicle.

“Motor vehicle” means any automobile, motorcycle, motor scooter, all-terrain vehicle (ATV), trail bike, dune buggy, truck, amphibian, utility task vehicle (UTV), or other self-propelled vehicle operated on land. (Prior code §10-1(k)).

 

18.04.190 No-show.

“No-show” is a person who has made a reservation and neither arrives during the period of the reservation nor cancels it.

 

18.04.200 Off-Highway Vehicles (OHV).

“Off-highway vehicles (OHV)” is a vehicle intended for the use on steep or uneven ground as specified in the California Vehicle Code sections 500 and 531.

 

18.04.210 Overnight.

“Overnight” means the period of time from ten p.m. until six a.m. of the following morning. (Ord. CS 20 §5, 1983; prior code §10-1(1)).

 

18.04.220 Pedestrian.

“Pedestrian” is any person who travels on foot.

 

18.04.230 Public Campground.

“Public campground” is an area of land owned, operated, or maintained by the county designated as an area for camping. (Prior code §10-1(m)).

 

18.04.240 Public Reservoir.

“Public reservoir” means those bodies of water and publicly owned shorelines within the boundaries of the county. (Prior code §10-1(n)).

 

18.04.250 Quiet Hours.

“Quiet hours” are the hours between ten p.m. until six a.m. the following day when amplified sound, equipment, electronics, machinery including generators, or noise that can be heard outside the campsite, of no more than fifty decibels, are prohibited.

 

18.04.260 Recreation Area.

“Recreation area” means any body of water, land, campsite, park facility, building, or structure owned, managed, controlled, or operated by the Stanislaus County Parks and Recreation Department. (Ord. CS 512 §8, 1993; prior code §10-1(o)).

 

18.04.270 RV/Trailer Hook-up Campsite.

“RV/Trailer hook-up campsite” is a designated camping area having at least one of the following: a designated number sign, vehicle parking space, a picnic table, a fire grill, a storage cabinet, electrical, water, or sewer connections accessible by a recreational vehicle (RV) or travel trailer.

 

18.04.280 Service Animal.

“Service animal” means any guide dog, signal dog, or other animal individually trained to do work or perform tasks for the benefit of an individual with a disability, including, but not limited to, guiding individuals with impaired vision, alerting individuals with impaired hearing to intruders or sounds, providing minimal protection or rescue work, pulling a wheelchair, or fetching dropped items as defined by California Civil Code sections 54.1 and the American with Disabilities Act. (Ord. CS 927 §1, 2005).

 

18.04.290 Take.

“Take” means hunt, pursue, catch, capture, or kill, or attempt to hunt, pursue, catch, capture or kill. (Prior code §10-1(p)).

 

18.04.300 User.

“User” means one or more persons utilizing a recreation area. (Prior code §10-1(r)).

 

18.04.310 Vessel.

“Vessel” means a motorized watercraft that meets the requirements for state registration. 

 

18.04.320 Watercraft.

“Watercraft” means a powered or nonpowered boat that travels on water.

 

18.04.330 Waterfowl Blind.

“Waterfowl blind” means any floatable structure on a reservoir for the purpose of providing concealment for the taking of waterfowl. (Prior code §10-1(s)).

 

18.04.340 Weapon.

“Weapon” means any firearm, bow and arrow, sling shot, trap or other contrivance designed to be or capable of being used to take any bird, mammal, amphibian or reptile. (Ord. CS 740 §2, 2000).

 

18.04.350 Week.

“Week” means any one hundred sixty-eight-hour period commencing at the hour of six a.m. on any calendar day. (Ord. CS 20 §6, 1983; prior code §10-1(t)).
